This is a shop tag not a brand tag and this store was a very high end women's clothing store here in the northern Utah region

but I would be surprised if it was handmade as the construction is really nice

I did notice the smallest mark on the back of the left shoulder - looks like marker

The collar and sleeve cuffs have this cream stitch in stripes that cross at the points of the collar in a very distinctive way. It's shirtwaist with covered buttons that have a circle in the middle and a snap at the waist. The silhouette is classic 50s wiggle, very figure
